I don't believe you can.  The POP before SMTP package doesn't actually check
to see if userA has POPed before allowing userA to send.  What it does is
checks that someone (anyone) from userA's IP address has POPed in the last X
minutes before allowing userA to send.  So my suggestion is to create a
dummy user high in the alphabet (like aaaa1234) and Outlook should check
that user's box before attempting to send (I believe).  And you can manually
check that user's box thus allowing userA to send afterwards.  At least that
works in Outlook Express; it's been a while since I've touched Outlook.
