Out of curiosity, why does this nutty restriction exist (a la filehandles), and is it possible to increase it (a la filehandles)
without recompiling the kernel?
The practical upshot is that you really need to be root to do many admin tasks.

Due to a limitation of the kernel a user can only be recognized as a member
of a maximum of 32 groups. As a result you should consider creating
multiple admin* accounts each being members of no more than 32 groups (32
different sites). For example, create an admin1, admin2, admin3, etc. and
use those to login to each batch of 32 or less sites.
