Firstly, double-check that in your control-panel you have Telnet enabled
for the Raq.
Since you don't mention the type of Raq, it could be in one of several
places:
Raq3/4 : Control Panel > Telnet Server
Qubes and other products may have different locations for telnet access.
Ensure it is enabled and try to telnet in again to double-check this.
Also, check the DNS server settings through your web-panel aswell, if
the dns servers are set incorrectly, it may cause your telnet sessions
to time-out before you can login when it tries to reverse-lookup your ip
address to a hostname.
