I believe the lock file is a dotfile. Check the mail dirs for a .pop.user
using the ls -la command.
Alot of times this happens because the user's mail file gets out of
control. Every time a user POPs his mail, the entire file gets copied to
the dotfile while he is downloading it. So if the mail file is huge, that
could be your problem also.

Hello all
I have a user that is receiving a pop lock error and keeps getting asked
for
his password. I have looked for the username.pop file and the
username.locked file in /var/spool/mail and in /home/spool/mail and in
/home/sites/home/users/username but cannot find the locked file to delete.
I have increases his available disk space as the knowledge base recommends.
Still a no go. What am I missing?
