A secondary MX record and a mail server on a different machine can be used
to do that. You will need a different setup (software/hardware) if you
want a fully redundant mail system.

There is no need to copy the users over if you are going to use a low
priority MX record.

Mail servers are usually configured to retry for a few days if the
recipient's SMTP server does not respond.
