I have been running a RAQ4 for about a year now with no problems, but last
week I got the same error on three of my sites. I found that the
virtusertable was screwed up. No changes had been made to the site settings.
I had installed the last three Cobalt updates plus the Neomail package and
suspended a couple of sites then found that email was bouncing with the
error you describe.
I tried to rebuild virtusertable.db and found duplicate entries, fixed them
and everything seems to be ok.
