With creating site admin's for each virtual site, you can enable it through
the control panel on the server. Go in and go to the site in question, then
to user settings for which ever user you want to have site admin rights,
check mark the siteadmin option, save and fin. I believe the intital site
admin setup must be setup by the admin .
