[cobalt-users] Creating a Virtual Site Admin on RaQ4?

How do you create a virtual site administrator?  Instead of having a 
server administrator that does admin chores on all the site on the 
server, I'd like to create a virtual web site, create some users 
under it, and have one of those users able to do all the 
administration for that virtual web site only.

If it were possible to make this same user able to create more 
virtual web sits for themselves to administer (without requiring the 
server admin to set up the virtual sites) that would be a bonus.

I was told by one person to "give the crown" to a site user to make 
them the admin, but I don't know what that means, nor can I see how 
do to that from the GUI or the manual.

Any ideas?
