Unless your upstream provider/colocation company has delegated reverse
DNS to you, this file (and all reverse DNS installed on your RaQ is
superfluous and isn't being read.  Has your upstream delegated reverse
DNS to you?  If not, then you just send them the allocations and they do
it.
