It means, oddly enough, that the mail server
mailhost.southwark.gov.uk is connecting to your mail server and then
not issuing an SMTP session startup command.
If I were you I'd get in touch with the admins for
mailhost.southwark.gov.uk and complain. If you end up receiving
hundreds of these, simultaneously, it amounts to a DoS.
Having said that, you need to determine *why*. Is your machine behind
a firewall which is somehow preventing the return packets getting
back to their machine? Is their machine behind a firewall (highly
likely) doing the same thing?
A quick phonecall to them will do you wonders, I suspect.
