I would guess that your user is behind a firewall that is blocking port 81.
Port 81 is not configured in most default setups for firewalls. Just have
them open us port 81 and they will be fine.

Subject: [cobalt-users] RaQ4 - siteadmin screen inaccessible
Hope someone can help. I just released to a client the URL for their
www.domain.com/siteadmin screen on my RaQ4, but they cannot access it.
Below is the message returned from their ISP (RM).
I guess their ISP is blocking access to port 81, but why would they do
that? Can I do anything on my RaQ4 to help?
Thanks for any info.
