My guess would be procmail and modify the Cobalt scripts that create users
to put a procmail file in all user directories when the users are created.
The procmail recipe would forward a copy of any mail to the admin user. I
don't know the formula for this, but it's an educated guess. I'm sure
there's a procmail guru on the list that may be able to offer a way.
