ipconfig /flushdns does NOT do anything but flush your DNS cache.
Perhaps you made some changes in your TCP/IP properties. Check with your ISP
as to their prefered method (auto, or static)

And PS, the reinstall windows remark is just as bad as telling somebody to
reboot their unix box. :P
Doesn't need to be done.
