IE all of them are painfully insecure and ignore many problems like
calling an insecure document within a secure document, among other things.
Netscape ain't broken in many cases, it just follows the rules whereas IE
makes their own rules to make the browser work with everything.

Netscape has always been flakey, with tables, ssl and the like. I still
stick with it. But on my boxes, I have never had a problem with admining
with a secure cert, but I never have used a self signed one.

It may be barfing on the self signed deal, I use certs from
http://www.freessl.com on my admin servers and the like. See if that
fixed the problem. Sorry it couldn't be more help.
