No that is not a virtual interface and don't assign an IP to it if it is not
plugged in to a port, you will just be wasteing an IP address.  The reason
they are telling you that it is "virtual" is that they would have to plug it
in to anther port on the switch, if you want that redundancy be prepared to
pay for it.
