Most likely you have exceeded the limit of 32 sites per login. Once
you get more sites than that on the box, admin can't frp upload new
pages or make new folders via ftp. He can, however, overwrite
existing pages. A real pain in the butt.
There are quite a few varied 'cures' for this - check in the archives
for '32 site limit' and you'll get back a ton of informative posts.
Also check to make sure that all of your permissions are set properly
in the GUI; especially for the customers who are having the same
problem. Methinks that your ISP may have 'cured' this temporarily by
messing up your customers' access.
