I asked this question once directly of Jeff Lovell, and he told me
that they don't use a RaQ for the mailing list because "4000 mailing
list users would crush a RaQ."
He went on to say something about using the right tool for the job,
which I can't remember exactly. Basically, the RaQ was made for
web-hosting, not heavy-duty mailing list usage and all of the crap
that goes with it.
If you want to fly around the curves, get a Porsche... if you want to
haul half a ton of bricks, get a pickup truck! ;)
