Yes, you have to pay $250 in advance if you use their software, $500 to use
their web-based interface.

I paid the 500 bucks and just do registrations for my own hosting clients
manually - sometimes just as a throw in to sweeten my proposal.  I've
considered installing their system and going public with it but there is
just soooo much competition out there and very little margin available - I
just don't think it's worth the effort.
