I'm busy studying that now, SM, and have posted some questions to some
sendmail lists.  Do you really need the mailertable entry?  At least one
sendmail book says no, that sendmail will never send mail to a host with
the same mx "weight" or higher, only lower.

Only if they're undeliverable because of a temporary outage/error.  I
think he wants delivered mail and mail returned immediately with a
permanent error kept as well.
