Yes. If anyone has ever had a nameserver registered with ANY registrar,
for ANY domain, you canNOT register another nameserver on that IP until
such time as the originals are removed.
With Network Solutions it's actually easy; you have to talk to someone
live. Then you have to fax them a letter explaining that you own rights
to the IP#s in question and that you're NOT running any nameservers on
them. Then you wait a few days to a few weeks, and if you're lucky you
don't have to do it all over again.
Much easier to get new IP#s, but not if you can't reach the company. I
do NOT recommend any company that doesn't have a 24/7 phone number where
you can actually reach someone.
