Close. The RaQ (and in fact any other nameserver) can be used as both
primary and secondary, as long as you've got two IP#s pointing to the
box, and one nameserver registration (with the same registrar that
registered the domain name you're using for the nameservers) for each of
the IP#s.

If you used only one IP# to register both nameserver, then the
registrations did NOT go through.
Did you register these with Network Solutions? If so, perhaps it's time
to call them. If you used Network Solutions to register your
nameservers, and you didn't have to log in with a password first, then
all you did was create templates that you have to mail in later. In
which case you'd get errors when you mailed in the second nameserver to
use the same IP. If you mailed them both in at the same time they'd
both be accepted, but one of them wouldn't "work"; probably the second.
If you had to use the password login, then the registration of the
second server for the same IP# should have been rejected when you tried
to finish the registration.
If you used any other registrar, and they accepted to nameserver
registrations at the same IP#, they shouldn't have, and when they try to
add them to the shared registry database, the update will fail, and they
may or may not have something in place to tell you.

What do you mean by "show up"? Do you mean in whois? They show up at
Network Solutions if you type in "host na.meservername.com" or whatever,
into whois. I don't know of any other registrar's method. They don't
show up using nslookup unless you've added them to DNS.
