The following is correct for a RaQ4 and I can't imagine the
implementation of FPSE on a RaQ3 being too much different (apart from
the username and password which are set independently of the GUI Site
Admin settings)

The creation of Subwebs in Frontpage is entirely seperate to the
Server Admin and is handled purely by the Site Admin through the
Frontpage Browser.
Assuming that your client's subwebs are as follows;
domain.com/path/to/subweb1 and he does not wish to have to use
domain.com/~subweb1 (which is just a user  frontpage web not a subweb)
he needs to do the following;

Publish main site from version on local machine.
Open the live web via Frontpage Browser, ie Open Web>http://domain.com
This should ask for his username and password (Master User)
Once opened, Create a new Subweb (as per requirements); This is
achieved by creating a new folder with the relevant name wherever in
the tree it needs to be, and then in Folder View, do a right click and
select "Convert to Web"
It will ask for confirmation and issue a couple of warnings.
Once new subweb has been created it will display in the folder
settings as a folder with a globe in it to denote a web.
Now close the main site and Open the subweb in FPBrowse ie Open
Web>http://domain.com/subweb

The new subweb is now fully created and open BUT it is only accessible
by the main site admin.
Go to Tools>Security>Permissions

You are offered 3 tabs, Settings, Users and Computers.

Firstly, on the Settings tab, select "Use Unique Permissions for this
Web" and click Apply
Secondly, go to Users tab and click "Add", specify the relevant user
name and passwords and specify the unique permissions for this user,
options are;
"Browse this Web"
"Author and Browse this Web"
"Author, Administer and Browse this Web"

The second allows the user to upload and view, whereas the third
option gives the user permission to create other users.

You can specify that the web be out of view except for registered
users if required, but I'm assuming that your client just wants to
have additional team members uploading different areas of the site.

Once permissions are set for your new user, click apply and OK

Now the new user should be able to either;
A) Upload from a local machine into http://domain.com/subweb using his
unique username and password or
B) Edit the subweb directly on the server, by opening the web in
FPBrowse.

Additional subwebs can be created in exactly the same way and each can
have the same users or unique users. If your client needs additional
users who can edit all of the site at domain.com, then all he needs to
do is add the users to the relevant web, whether it be the root web or
the subweb.
