I bought a Cobalt Raq 4 a few months ago and had the same problem, but there
were actually about 4 pkg's missing.  I called Cobalt and they told me that
installing them out of order may in fact disable the machine, but to do it
at my own risk.  The suggested reloading the machine.

Now this is just my experience, but I went ahead and updated the ones that
were missing, and went along as they came available, and everything worked
fine.
