I don't pretend to know a great deal about this, but you may wish to search
for Internet Providers or webhosts that offer Quality of Service (QoS)
plans, this may give you an idea of how they sell such services and perhaps
some pricing info too. It was a big media hype but I haven't really seen too
much down here in the land down for QoS services.
