Why don't you try this: From a machine not on the same network, load up one
of the "slow" sites on your RaQ using wget or the Windows equivalent (should
be on a broadband connection though). This will tell you how long it takes
to get the page off a different network. Then, run the same test from inside
the network, does it still happen? If it does, then you may have either a
bad network or something eating up bandwidth thats in a priority queue. HTH,
