The active monitor is running it's check every 15 round minutes (that is,
12:00, 12:15, 12:30, 12:45, 13:00, 13:15 and so on).

Thus the real machine status is to be tested about 10 seconds after the 15
round minute (according to the Cobalt's clock, of course) - you can see
the hour both in the GUI, or by type "date" in the shell.
