This is something you need to do from within FrontPage. Try the following
with the web open on the server:
1. First, convert the sub-folder to a FrontPage
web and open that web.
2. Select the Tools >> Security >> Permissions menu.
3. On "Settings" tab, select "Use unique permissions
for this web" and click "Apply."
4. Move to "Users" tab.
5. At the bottom, select "Only registered users have
browse access" and click "Apply."
6. Then click the "Add" button and start adding users
and passwords.
