This is clearly a matter of the software you're using - it's listed as
a .pkg file, it downloads as a .pkg file. Some software, or the
browser you're using, is changing it. Most likely WinZip, which I
abhor and don't use because it likes to do all kinds of things on its
own.
Would you like for me to email it to you in .pkg format?
Better yet, just do this:
1. Paste this URL into the 'Install Software' page on your GUI (in the
field where it says 'URL')
http://cobalt-aid.sourceforge.net/files/Fixes/RaQ4/htaccess-allow.pkg
2. Click "Install Software"
