asp-apache-3000 is enabled if ASP is enabled for any site on the RaQ. 
The option in the control panel is for the ASP administrative web
server, asp-admin-5100.  Check your virutal sites to see if ASP is
enabled, it probably is for at least one site.

If you were to shut down ASP directly without disabling it at the
Virtual Site -> Site Settings menu Active Monitor will send you
complaint mails.
