Just a couple of things to check...
1. Does the main site have shell account enabled in the site settings?
2. Has this machine *ever* been on the Net? If so - unplug it,
wipe/restore and get everything clean and patched before plugging that
network cable back in.
3. You might want to run the restore disk anyway (if it came with one)
just to make sure no one else has been in there playing with it before
you took over, and possibly they bungled something up. (Restore disk
will wipe ALL data so this isn't an option if it's got stuff on it
already.)

Wish I could be more help, but those are just the things that came to
mind.
