You've got a couple of choices:
1. Set up DNS on your other raq and change it every 15 days or so,
like you were planning. However, if you are a few hours late in doing
this after the IP changes, then no one will be able to get to your
home box after it has refreshed its dynamic ip.
2. Sign up for an account with someplace like DynIP or TZO.com.
Personally I think TZO is better, for many reasons. Both of these
services will automatically detect when your DHCP has renewed itself,
and they'll update the pointer.

Or you can write your own script on your other raq that will detect
when your home raq's IP changes - hmm. Perhaps something using
REMOTE_IP, where the home raq connects to the other raq every hour;
the other raq checks the REMOTE_IP and compares it to what it has, if
it's different, it updates that and refreshes the DNS.

Just use TZO.  ;)
