I've run webmin 0.81, and 0.84 on a raqs 3, 3i and 4 with no problem at all.
Over 2 years I can only recall the webmin server itself going down once on
the 3i, but everything else continued to run OK. You may have too little
memory, or another program installed that it doesn't like. Standard raqs3-4
have worked fine with Webmin in my experience.
