replace this tar as follows:

tar cf - local | (cd /home ; mkdir usr usr/local ; cd /home/usr/local ; tar xf -)

or

But also wasteful of space if you're being hyper-critical.  The limitation of not being able to move folders across filesystems is overcome either with tar (see above) or cpio in some form (many methods exist)
