James,
The RaQ isn't frozen, it's simply getting the file. And transferring
that file takes time - especially one that size.
I've done the same things with sites that are *much* bigger, and it
*appears* to do the same thing. Appears being the operative word here.

While that window is busy lugging over that 60MB file, open up a new
connection with the server. You'll see you can get in fine. (At least,
you should be able to.)
Use this new window to pull over other files while the first window is
still busy with that big one.

When doing my latest move, I had six different windows(connections)
open at once, all transferring files from the old server to the new
one. From time to time one window would LOOK frozen, but it really
wasn't... it was just busy doing what I told it to do. Eventually it
would finish transferring the file and give me an ftp> prompt once
again. (At which point I'd set it working on getting a new file...)
