He made a mistake. He was thinking 'webmail' so he typed that instead
of 'webalizer'.
However, if you're looking for a web-based email solution try aMail,
which works great with a RaQ (just make absolutely sure to follow the
directions carefully) and is free.

Note: the not-free stuff looks much prettier than the free stuff, but
