What is "a regular basis"?  Daily?  Weekly?  What is the timestamp
on the file when you notices is has been changed?

I suggest you make a backup copy of it, wait for the change to
happen, and then run diff against it to get the exact changes.
The timestamp of the file will give you the best place to look.

It sounds very bizarre.
