Assuming it worked the last time you tried, and you haven't done anything
bad to it, the first thing that comes to mind is you have been hacked.

There was a similar question in the last week or so but I didn't read the
thread.

On this page you will find a link to the MARC mailing list archive, this is
the cobalt-users list under linux distributions.

Try searching the message bodies for the words telnet, shell, or denied with
the words kriwitsky,  lasman or zeffie and you should find the answer or
where to look. (i.e. telnet denied lasman)
