Is machine #2 supposed to be the MX domain for all mail sent to domain.com?
If it's not online, the sending ISP should queue the mail until it's
available, as long as the DNS is available that points to it.

If you mean to gather the mail first on the RaQ as the MX record in the DNS
and then automagically send all mail to the second machine, I'm not sure
what's involved or why. I would think the second machine could retrieve the
mail easier than have the RaQ "re-transmit" the mail. You might want to look
at www.sendmail.org as it doesn't sound like a RaQ issue in that case.
