Unfortunately the best you can probably hope for is to cut your losses.
Since he sent the contract back unsigned this was a plan from the start and
being able to get anything on him is unlikely.
The odds are good that if he has access to the site he has downloaded the
entire site to cd already.
Since you registered the name you should have some kind of authority with
the registrar, change all of the contact information to show you and then
forward his domains to your main site. That should at least get his
attention.
Just for fun you should add a trademark on those domains to your legal page,
that way if he trys to get the domains back under UDRP he has to prove his
trademark rights.
Since you have no contract you can sue him anywhere, you will probably never
collect but you should be able to get a court order barring him from using
the site anywhere.
So, you may be able to squat on his domains and keep him from using the
site. Small satisfaction.
