I'm not sure I understand? Your ISP doesn't want you connecting to other
ISPs via SMTP. Their network, their rules. In this way all SMTP traffic from
them only comes from mail.whatever.com and other ISPs know it's probably not
spam since their users can't abuse an open relay in .kr or .jp running
Sendmail 8.6 to disguise the point of origin of the email.
As for the "operation of my services" (If I understand what you mean by
services), I would suggest you don't try to run services on a dialup or
residential ISP. I think you'll find that there are alternatives.
