I think someone touched on this earlier, but just about anywhere, it is *not
legal* to do any of this without following a certain protocol.
If an account is past due by a certain number of days, you must first send a
notification to the owner that they are past due, *and* you must give them
*reasonable* time to respond and make a payment.
If that fails, you disable the web site and send *another* notice that you
have done so and they must make their payment within - X - days or you will
suspend *all* services for a fixed period (30 days).
If, after following those steps, you still haven't received payment, you are
within your rights to delete the account.
The protocol is similar to evicting a tenant from a rental dwelling. Don't
get yourself in a legal bind and open yourself up to lawsuits over something
like this.
DISCLAIMER: I am not a lawyer, so I have to add the caveat that you should
speak to your own attorney to clarify just what applies in your case. You
