The reason the InterNic asks for more than one name server is so that there
will be redundancy should one of the name servers not function, by perhaps
it being out of service...or perhaps the portion of the net is is on may be
out of service...  You will note that the InterNic has always asked for TWO
or MORE...name servers.

In an ideal world you would have one machine hosting perhaps your sites, and
one machine perhaps as a mirror back-up in a different physical
location...and perhaps on a different 'node' of the internet..and you would
have a name server located  in a third place, and the second name server in
yet another place...essentially you can spread your resources at various
locations so that if you experience a problem in one location your redundant
system will be able to continue on with whatever it is your computers are
doing....

And yes all name servers are to be registered to function properly.
