Actually, this is not as much as a server issue as one might think.
Every FTP client that I have ever used will accept a path statement.
Assuming they have read access, that path statement will override
what ever settings you configure on the server. Basically, fixing
this is as simple as getting the user to properly configure their
FTP client. For the default site in their account they'll use a path
along the lines of:
/web/
brent
Elmer Fuddpucker's WWW Directory
http://www.fuddpucker.com/
