I am not sure of what version of ProFTP RAQ2 use but late versions have
a DefaultChdir
eg
DefaultRoot ~/../.. site-adm
DefaultChdir /web site-adm
#DefaultRoot ~ !site-adm
I have found the user to still be chrooted.
Check security your self though as I am very new to the cobalt way.
