I found when I installed a shopping cart program with CGIs and the CGI's
where out of the web directory (/home/sites/home/cgi-bin/ ) that the would
not work correctly, the cgi Error messages worked good but they would not
run the program.
When I moved them to a Web directory (/home/sites/home/web/cgi-bin/ ) they
worked fine.
