They temporarily suspended the policy, this is
not over yet. I am on a user group with ARIN and they are
very close to a new policy. Even one that states every IP
has to be accounted for and web host have to have a good reason
to justify one IP for one domain name. This is why ISP are asking
their customer for list.
That letter did not ask for your customer list, just the domain
names and the IP # usage. They did not ask for people's
names, addresses and phone numbers.
ARIN is going to want this info. I even posted this on ARIN's
message group.
