    That's ARIN guidelines.  The hosting ISP has to keep track of that info
in case of an audit and to have additional IPs allocated to them.

This is the typical notification about this:

For any customer that receives 8 or more IPs  ARIN (American Registry for
Internet Numbers)  requires information from the customer concerning the
usage of the IPs. 25% of the allotted IPs need to be shown that they are
going to be used immediately and 50% or more need to be slated for use
within 1 year.

Last I heard about it, it was cancelled until further review.
