I'm not sure what to tell you. If you haven't already you may want to check
out a similar thread from the last few days with the subject "Newer Apache
for cobalt Raq2 (was Raq3)". I'm running Apache 1.3.19 with PHP4.03pl1
compiled into the Apache binary as we speak. You can verify it at
http://www.befriend.com/phpinfo.php. I had used the instructions on Paul
Schreiber's site (you referenced them) in the past and they do work. Be
sure you're following the directions as they are written and be aware that
the directions were for PHP3 and some of the filenames and references have
changed slightly (php3.ini is now php.ini, mime types in srm.conf have
different names, etc.) so you should also consult the INSTALL file in the
PHP distribution.

Are you saying that your old Apache binary (/usr/sbin/httpd) no longer
works? Did you back it up first and then move it back to the original
location?

Have you verified whether libphp4.so exists in the path referenced in
httpd.conf? If it's using a relative path try using the full path instead.

I can just say that PHP4.03pl1 compiles into Apache 1.3.19 for me. I've
been compiling PHP into Apache on the RaQ2 since PHP3.0.8 or so and Apache
1.3.9.
