PostgreSQL starts by running a program called 'postmaster'. Run 'ps aux' to
see whether it's running and if it's not then try running it directly after
'su'ing to the user PostgreSQL runs under on your system. I don't recall
what user Cobalt runs PostgreSQL under, but when I install PostgreSQL on my
systems I set it up to run under user 'postgres'.
