Yes, it does.http://www.webmin.com is highly recommended, and is what I use to run my fledgling business on. 60 domains, 15 sites, running smoothly. Mostly system administration.
http://www.plesk.com looks cool as hell, but I've heard some people complain about it. I'll test it at some point for myself, but no time yet. Focused on hosting businesses.
http://www.caldera.com has, somewhere, a product called Volution which will help you manage any number of servers using only a browser. System administration, and I've heard it's damn good. Haven't tried it yet, but will soon.
